3. APPROVAL OF MINUTES OF June 5, 2019

4. BID OPENING – Sheriff (Sheriff Hanlin)
Bid Opening for Douglas County Sheriff’s Office, Inmate Commissary and Inmate Trust Accounting Services, RFP #152.

6. PUBLIC HEALTH – Intergovernmental Agreement Amendment (Dr. Dannenhoffer)
Sixteenth Amendment to the Intergovernmental Agreement (IGA) between Douglas County and the Oregon Health Authority that increases funding in the amount of $5,529.00 for reproductive health community participation and assurance of access from April 10, 2019 – June 30, 2019.

7. HUMAN RESOURCES – Resolution (Paul van Dyk)
Resolution declaring that Uninsured/Underinsured Motorist coverage limits for County’s automobile liability self-insurance shall be the minimum required by state law, and that the County’s insurance shall not include Personal Injury Protection coverage.

8. PLANNING – Board Order (Joshua Shaklee)
Board Order to remand the Kenneth & Cynthia Lawson request for a Plan Amendment from Agriculture (AGG) to Rural Residential – 5 Acre (RR5) and Zone Change from (FG) Exclusive Farm Use Grazing to (5R) Rural Residential – 5 Acre based on a Non-resource determination on a 47.00+/- acre property to the Planning Commission for hearing on remand from LUBA. PD File No. 17-038

9. PLANNING – Intergovernmental Agreement (Joshua Shaklee)
Intergovernmental Agreement between Douglas County and the City of Reedsport for Planning Services. Term expires June 6, 2020 with a compensation rate of $15,000.00 plus travel expenses in exchange for 0.25 FTE.

10. PUBLIC WORKS – License of Entry (Scott Adams)
To utilize existing Yoncalla Diesel Spill Funds, Douglas County is proposing to dig and create creek access to the floodplain along Billy Creek, as well as digging a small seasonal pond to aid in amphibian reproduction. This license of entry would allow the County to perform said work.

11. PUBLIC WORKS – Order Accepting Completion of Contract (Scott Adams)
Contract #30765 has been completed and all requirements have been met for the Emergency Rockfall Mitigation – Little River #17, MP 24.5 Project, for a total cost of $136,764.83 to Triptych Construction, LLC.

12. PUBLIC WORKS – Contract Modification and Extension (Scott Adams)
Modification and 13th Extension of Contract #22578 between Douglas County and CF Malm Engineers, LLC for extended warranty for the SCADA system installed at the Galesville Dam. The extension extends the term of the contract to June 30, 2020.

13. PUBLIC WORKS – Intergovernmental Agreement (Scott Adams)
Intergovernmental Agreement between Douglas County and the City of Glendale to perform chip seal work.

14. PUBLIC WORKS – Contract (Scott Adams)
Contract #31690 between Douglas County and LTM, Inc. dba Knife River Materials, Inc. to assist with the repaving of the road approaches to the railroad crossings in the Curtin and Drain areas.

15. PUBLIC WORKS/Operations & Maintenance – Order Authorizing Purchase (Scott Adams)
Order authorizing purchase of traffic striping paint under cooperative purchasing provisions of a competitively bid contract executed by the Deschutes County Road Department and Ennis-Flint, Incorporated. Final cost is 41,250 gallons at $8.65 per gallon for a total of $356,812.50.

16. PUBLIC WORKS/Transportation – Intergovernmental Agreement (Keith Cubic)
Intergovernmental Agreement between Douglas County and Douglas County Transportation District to transfer the County Transportation Systems Manager and associated funding for the position to the transportation district. Effective date for the employee transfer is July 1, 2019 or before.

17. PUBLIC WORKS/Transportation – Intergovernmental Agreement (Keith Cubic)
Intergovernmental Agreement (IGA) between Douglas County and Douglas County Transportation District to establish a structure for program, employee and asset transfers to the transportation district. Transition to be completed by June 30, 2019.

18. SALMON HARBOR – Ordinance Update (Commissioner Boice)
Second reading of Salmon Harbor Ordinance update to amend Section 12.08.020, deleting (GA) reference dated February 11, 1982 and replace with IGA reference date to “on or about November 27, 2017”. First reading was held on May 29, 2019.

19. SHERIFF – Intergovernmental Agreement Extension (Sheriff Hanlin)
First Extension of IGA between Douglas County and City of Canyonville for law enforcement services for FY19/20 in the amount of $185,259.00. An increase of $5,396.00 from FY18/19.

20. SHERIFF – Intergovernmental Agreement Extension (Sheriff Hanlin)
First Extension of IGA between Douglas County and City of Drain for law enforcement services for FY19/20 in the amount of $129,055.00. An increase of $3,759.00 from FY18/19.

21. SHERIFF – Intergovernmental Agreement Extension (Sheriff Hanlin)
First Extension of IGA between Douglas County and the City of Yoncalla for law enforcement services for FY19/20 in the amount of $112,000.00. An increase of $37,334.00 from FY18/19.

22. SHERIFF – Intergovernmental Agreement Extension (Sheriff Hanlin)
First Extension of IGA between Douglas County and the Cow Creek Band of Umpqua Tribe of Indians for law enforcement services for FY19/20 in the amount of $297,786.00 which includes $25,000.00 for vehicle maintenance and fuel. An increase of $14,134.00 from FY18/19.

23. SHERIFF – Contract Amendment (Sheriff Hanlin)
Fourth Amendment to Contract between Douglas County and Umpqua Community College for law enforcement services for FY19/20 not to exceed $22,000.00.

24. SHERIFF – Intergovernmental Agreement Amendment (Sheriff Hanlin)
Fifth Amendment to IGA #5188 between Douglas County and the Oregon Department of Corrections to extend term to June 30, 2021 with a compensation amount not to exceed $11,633,790.00. All other terms remain unchanged.
