5. COMMISSIONERS – Grant Agreement (Commissioner Boice)
Grant Agreement between Douglas County and the Reedsport/Winchester Bay Chamber of Commerce for a $5,000.00 grant from the DCIDB to be used for the purchase of cedar and spruce logs for the carvers for the 2019 championships.

6. DISTRICT ATTORNEY – Contract Agreement (DA Wesenberg)
Agreement for Contract #31688 between Douglas County and Karpel Computer Systems Inc., for the delivery of electronic discovery (eDiscovery) through the copyrighted software program, PROSECUTORbyKarpel.

7. HUMAN RESOURCES – Contract Modification (Michael Kurtz)
First Modification of Contract #30995 between Douglas County and Beery, Elsner & Hammond, LLP to increase payment cap to $50,000.00 for legal services. All other terms remain unchanged.

8. PLANNING – Vacation Order (Joshua Shaklee)
Order accepting vacation of Internal Lot Lines as provided in ORS 368.351. Petitioner: Pauline Salado

9. PLANNING – Order Affirming Planning Commission Decision (Joshua Shaklee)
Final Board Action required to affirm the decision of the following: On April 19, 2019, the Planning Commission approved a Plan Amendment from Industrial to Tourist Commercial and Zone Change from Heavy Industrial to Tourist Commercial in order to swap/relocate 1.35+/- acres from the southeast corner of the property to a location along the right of way for Industrial Way Road.

10. PLANNING – Public Hearing & Board Resolution adopting Douglas County Industrial Lands Inventory (Joshua Shaklee)
The 2019 Douglas County Industrial Lands Inventory identifies lands that are suitable for industrial development and that can accommodate employment growth. The Inventory provides a comprehensive list of properties, data (property size, zoning, topography, infrastructure and services) and maps to provide critical geospatial information to ensure compatibility with adjacent land uses and access to necessary resources, workforce, and transportation facilities. The project was funded by 2017-2019 Department of Land Conservation and Development (DLCD) Technical Assistance Grant TA-19-167 in the amount of $7,500.00.

11. PUBLIC WORKS – Resolution (Scott Adams)
Resolution to purchase property for the reconstruction of a portion of North Myrtle Rd., County Road No. 15 as part of the Frozen Creek Culvert Replacement Project.

12. PUBLIC WORKS/Fleet – Contract (Scott Adams)
Contract #31683 between Douglas County and Wire Works to perform maintenance, repairs and services to vehicles and equipment owned by Douglas County on an “as needed” basis. Contract not to exceed $116,145.70 with a term date of June 30, 2019.

13. PUBLIC WORKS/Fleet – Order Authorizing Purchase (Scott Adams)
Order authorizing purchase of one (1) 2019 Ford Explorer Utility vehicle from Lithia Ford Lincoln of Roseburg, Oregon for Veterans Service Office. Three (3) quotes solicited, purchase price of $30,000.00.

14. PUBLIC WORKS /Fleet – Contract - Service Agreement (Scott Adams)
Contract #31682 between Douglas County and Peterson Machinery to perform, as needed, maintenance, repairs, and services to the vehicles and equipment owned by Douglas County. Contract not to exceed $50,000.00 with a term date of May 14, 2020.

15. PUBLIC WORKS – Right of Way Certification (Scott Adams)
Level 1 Right of Way Certification for the Little River Road Rock Slope Stabilization Project. This certifies that all necessary right of ways for the project have been acquired.

16. PUBLIC WORKS – Funds Transfer Agreement (Scott Adams)
Funds Transfer Agreement with Western Federal Lands Highway Division, Federal Highway Administration (FHWA) for the Little River Road Rock Slope Stabilization Project. Project is funded through FHWA’s Federal Lands Access Program. The total project cost increased $888,636.00, making the required 10.27% County Match total $91,263.00.

17. PUBLIC WORKS – Contract Extension (Scott Adams)
First Extension of Contract #31214 between Douglas County and Shannon & Wilson Inc. for seismic hazard evaluation of the Berry Creek Dam. Contract will be extended to March 31, 2020. All other terms remain unchanged.

18. PUBLIC WORKS/Solid Waste – Contract Extension (Scott Adams)
Thirteenth Extension of Contract #22293 between Douglas County and Umpqua Research Company to complete testing/sampling for the Landfill and Transfer Sites. Contract will be extended to June 30, 2020.

19. RADIO COMMUNICATIONS –Lease Agreement (Sean Fallon)
Non-Exclusive Lease Agreement between Douglas County and the Oregon Department of Transportation (ODOT) for use of the Cinnamon Butte Wireless Communications Site and three data lines. Revenue of $7,247.91 with a 5% annual increase.

20. SALMON HARBOR – Ordinance Update (Commissioner Boice)
Updating Salmon Harbor Ordinance language to amend Section 12.08.020 deleting Intergovernmental (IGA) reference dated February 11, 1982 and replace with IGA reference date to on or about November 27, 2017.

21. SHERIFF – Intergovernmental Agreement Extension (Sheriff Hanlin)
First Extension of Intergovernmental Agreement (IGA) between Douglas County and the City of Riddle for law enforcement services for FY19/20 in the amount of $149459.00. This is an increase of $4353.00 from FY18/19.

CONVENE AS THE GOVERNING BODY for the Douglas County 4-H, Master Gardener and Extension Service District

1. APPOINTMENT OF BUDGET OFFICER for the Douglas County 4-H, Master Gardener and Extension Service District (Willie Riggs)
Appointment of Laura Corder as the Budget Officer for the Douglas County 4-H, Master Gardener and Extension Service District effective immediately.

2. BUDGET HEARING for the Douglas County 4-H, Master Gardener and Extension Service District (Laura Corder)
The District’s Budget Committee considered and approved a draft budget on May 10, 2019. Budget details have been on file at the Douglas County Extension Office. The hearing has been publicly noticed and provides an opportunity for public input. The proposed budget would levy a tax of $0.0600 per $1000.00 assessed value on property within the District’s boundaries, raising an estimated $519,977.00 to fund operating expenses of the District. These are dedicated revenues, levied at a rate lower than the District’s voter-approved tax rate limit of $0.0650.
